Discover the key outcomes of CircularInvest, which will be discussed in detail in the afternoon workshops:
Group A – What investors need: understanding and valuing circular business models
Circular economy financing: an investor guide
This document serves as a practical guide for investors engaging with the circular economy. It is intended to be broadly suitable to multiple stages and type of business, and is structured in line with these three key dimensions of the investment case – value, risk and impact – and presents the nuances of circularity in each case, as well as citing the most relevant existing resources, tools and frameworks to be considered. The guide is intended to be a succinct overview of the specific considerations for circular economy investment.
Group B – What founders need: building investment-ready circular businesses
Investment-Readiness in the Circular Economy: A Step-by-Step Guide for Project Owners
This report serves as a practical guide for investors engaging with the circular economy. It is structured in line with the different stages of the investment process, providing insight from the preliminary stages of deal sourcing and the identification of opportunities, right through to the structuring of deals and the development of monitoring frameworks.
Group C – What policymakers need to do: creating the conditions for circular investment
Policy briefs
The first policy brief is intended for EU policymakers, as well as national and regional authorities, practitioners, and organisations involved in developing or supporting circular economy projects. It provides a consolidated overview of the main challenges Project Development Assistance (PDA) initiatives faced when moving from early-stage ideas to investment-ready and scalable solutions. These challenges relate to regulatory frameworks, access to infrastructure, financing conditions, and market demand.
The second policy brief argues that financing Europe’s circular transition requires a shift from investment-readiness to investment alignment. While existing measures help circular businesses attract finance, capital continues to flow predominantly toward linear, resource-intensive activities. The brief proposes integrating resource dependency into banking supervision, using credit guidance to align lending with industrial and resource-security objectives, and expanding direct public investment and ownership to support strategic circular innovation and infrastructure.
Circle Economy brought together entrepreneurs, financiers, policymakers and development institutions to explore one key question: what can be solved through finance, and what requires broader systemic change?
With just weeks to go, registration is filling up fast for "Scaling Circular Investment: From Barriers to Opportunity", the final CircularInvest event taking place on 15 October 2026 at Maison Grand-Place in the centre of Brussels, a side event to the European Week of Regions and Cities.
How can we unlock the finance needed to scale the circular economy? Join CircularInvest at this World Circular Economy Forum (WCEF) Accelerator Session and explore practical solutions for redirecting capital towards circular business models.
From November 17–20, 2025, CircularInvest attended Slush in Helsinki and co-organized Circular Connect, a side event with MiXi bringing together investors and circular economy startups.
